摘要

本次演讲梳理过去二十五年来中美科技关系的发展轨迹,既包括两国的科技脱钩程度,也涵盖双方对科技主导权的竞逐。综合专利数据显示出一条漫长曲线:在2010年代初期,中国通过快速追赶加深了对美国科技的依赖,而近期双方已在科技前沿领域形成近乎并驾齐驱的相互依赖关系。纵观整个时期,尽管科技脱钩论调反复出现,中美科技体系始终在持续深化融合。实际发生的脱钩现象呈现不均衡态势——从稀土到先进人工智能芯片等领域,科技前沿的隔离往往与下游产业链的深度融合并存。强制性脱钩虽能加速创新进程,但企业需要为此支付更高成本、承受重复研发的负担并面临效率减损的代价。

This talk traces the U.S.–China technology relationship, both the degree of decoupling and the race for dominance, over the past twenty-five years.  Comprehensive patent data reveal a long arc: China’s rapid catch-up increased reliance on U.S. technology through the early 2010s, followed more recently by a move toward a near neck-to-neck mutual reliance at the technological frontier. Throughout the full period, the U.S. and Chinese systems have become steadily more integrated, despite recurring claims of technology decoupling. Where decoupling does occur, it is uneven. Across sectors from rare earth to advanced AI chips, insulation at the frontier often coincides with deeper integration downstream. Innovation accelerates under forced decoupling, but firms pay for it through higher costs, duplicated effort, and weaker efficiency.


主讲人简介

姜纬教授于2001年获芝加哥大学经济学博士学位。她是欧洲公司治理研究所(ECGI)研究员及董事会成员,同时担任美国国家经济研究局(NBER)法律与经济学、公司金融领域的研究助理。姜纬教授的主要研究领域涵盖公司治理、机构投资者、科技与金融市场。她在顶尖金融、经济与法律期刊上发表了大量学术成果,并因卓越研究荣获多项奖项。她曾担任《金融研究评论》与《管理科学》期刊的主编。在2022年加入埃默里大学之前,姜纬教授曾任哥伦比亚大学商学院Arthur F. Bruns自由竞争企业讲席教授,并担任负责课程与项目的副院长。她目前为美国金融协会候任主席,并曾担任金融研究协会主席。

Wei Jiang earned her PhD in Economics from the University of Chicago in 2001. She is a Fellow and Board Member of the European Corporate Governance Institute (ECGI), and a Research Associate of the NBER (Law and Economics, and Corporate Finance). Jiang's main research interests lie in corporate governance, institutional investors, technology and financial markets. She has published extensively in top finance, economics, and law journals, and received numerous awards for research excellence. She served as Editor at Review of Financial Studies and Management Science. Prior to joining the faculty at Emory in 2022, Jiang was the Arthur F. Bruns Professor of Free Competitive Enterprise at Columbia Business School, Columbia University, where she served as Vice Dean of Curriculum and Programs. Jiang is currently the President-elect of the American Finance Association and was previously the President of the Society of Financial Studies.
